The changes resolved on November 9, 1989, during a conference of the central committee of the Sozialistische Einheitspartei Deutschlands (SED; Socialist Unity Party of Germany) and announced by Günter Schabowski during an evening press conference included, among other things, new travel regulations: effective immediately, GDR citizens with a corresponding visa stamp could leave the country.
