The bulletin board at the Malteser aid agency refugee camp for East German citizens at Zugliget Church in Budapest; Malteser initiated the large-scale operation in Hungary on 27 August 1989: "10,000 East German refugees are cared for in three camps before being allowed to travel to West Germany."
